I noticed a little discussion in another thread that was touching on this subject.  

I was wondering, if a contractor or tech notices a potential release of product to the environment do they report these to the regulatory agency?

If a contractor or tech notices a release that is occurring do they report it to the regulatory agency?

What would you do and why would you respond that way?

As a tech I would inform the owner of the C-store, document and inform my supervisor. I have once in the past had to call the state and was disapointed with the response after I put myself on the line with the station owner.
